Something noteworthy missing from that page: Kyouko Tachibana has said that Koizumi is the founder and director of the Organization. This directly contradicts his own claims that he’s a lowly underling who knows nothing. Right now, there’s absolutely no way to tell who’s telling the truth—hence taking that as a memory loss.

Personality:
It's easiest to explain Koizumi in 3 parts: the act, the core, and the integration of the two.

The act: In a horribly literal sense, it is Koizumi’s job to keep Haruhi happy so she doesn’t destroy the world. For her sake he’s constructed the face of a charming yes-man whose sole purpose is to lighten the mood and cater to her every whim. He rarely expresses his own thoughts or opinions, and even when he does express them he doesn’t argue them. In fact, he almost never shows any negative emotions at all.

The core: Koizumi is very blunt and honest about his deception. He tells Kyon that it’s all just an act and that his real personality is less pleasing. There are precious few clues to this real personality because the novels are told through Kyon’s eyes. Koizumi cares a lot about what Kyon thinks of him, so he’s willing to confide in Kyon as a friend but he still is on his best behavior—however, Kyon is almost willfully ignorant of Koizumi’s true character. He tunes out on the rare occasions when Koizumi tries to confide in him, and he’s clearly uncomfortable when he does see Koizumi slip out of character.

We can infer some things, though. He’s manipulative, even beyond the obvious deception involved in his cheerful persona. He stages a murder mystery to keep Haruhi entertained, presenting it as a real murder until the end. He picked a delinquent, trained him up, and rigged the student council elections to make him President just to set up a villain for Haruhi to fight against. He easily comes up with lies and cover stories for every occasion when something strange happens and they need to explain it away for Haruhi. He casts suspicion upon Asahina, and then when Kyon confronts him about it later, he looks surprised—“You actually believed me?” These examples are just the tip of the iceberg, the few times that Kyon is unable to ignore in his narration; there’s surely much more trickery going on behind the scenes.

Kyon comments that Koizumi’s the last one in the brigade that he’d want to see angry, and that observation is validated later when Koizumi does get angry. It’s not the hot anger of a temper tantrum, but a cold calculating anger that lets him smile and joke around right before he blows up the whole club room and quite possibly kills a man.

Anything beyond that is harder to pin down. If his colleagues are to be trusted, Koizumi was something of a loner before he was thrust into the brigade. He’s fairly serious, and has a penchant for strategy games and long philosophical ramblings. He over-analyses absolutely everything and he doesn’t even have the decency to keep his theories consistent, opting instead to throw out as many as he can. He’s in the honours class and loves astronomy; he tells Kyon how he was touched when he first saw the moons of Jupiter, which is the only memory he ever shares of his life before he became an esper. All in all it seems that his true character is that of a brilliant but detached loner. He’s enthusiastic about learning but also cynical, manipulative, and capable of real cruelty, so he ended up keeping more or less to himself.

The integration: Koizumi never wanted to be an esper, and it’s not a role that he accepts with much grace at first. He tells Kyon that when he discovered his powers he thought he was going mad and even considered suicide. But three years and the support of the Organisation have worked wonders. By the time canon begins, Koizumi has accepted and grown into his role, as responsible, collected, and mature as a man twice his age. He still doesn’t want to be an esper, and claims that he would love nothing more than an average high school life, but he clearly enjoys being in the SOS Brigade and derives much geeky interest from their less-than-average activities, so long as the fate of the world isn’t resting on his shoulders.

He’s also growing into his mask. He doesn’t deny that he’s genuinely taking on the traits of the cheerful nice guy and he doesn’t see it as a bad thing, despite the Student Council President’s best efforts to convince him otherwise. The result is that he can still be serious, manipulative, and stand-offish, but most of the time he opts not to be. He takes great delight in getting reactions out of people, especially Kyon, and he’s developed a slightly off-beat sense of humour. He’s loosened up and become more social. Unwelcome as it may be, his role has helped him enjoy life more.
